Before searching for or building a system, one should specify exactly what is required as well as desired.  This article seeks to provide a general framework for the business requirements of an investment performance measurement system.  Practitioners can then vet this general framework and customize it to their specific needs.  This framework is practical and was used as a guide in drafting the business requirements for an investment performance measurement system that a vendor wanted to newly build  The framework was later used as a comparative point in selecting an existing investment performance measurement system during a traditional vendor search.
